German Composers’ Association demands GEMA leadership resignation

The German Composers Association has formally demanded the resignation of GEMA leadership following a breakdown in negotiations over cultural funding reforms. The conflict centers on a perceived shift away from the collecting society (an organization that licenses copyrighted musical works and collects royalties for its members) model’s historical obligation to support contemporary art music. Since its post-war stabilization, GEMA has functioned as a crucial mechanism for distributing commercial revenue to the experimental and non-commercial fringes of the German musical landscape. The current leadership’s proposed reforms are a move toward a purely market-driven distribution, which threatens the sustainability of living composers. This is a diagnostic of the tension between digital-era efficiency and the traditional European model of cultural subvention (a grant of money, especially from a government, to aid an organization). The outcome of this leadership challenge will determine the future viability of contemporary composition in the German market.
